    I would reduce the tension in the net so that it is easier to hit the ball over the net.
    I would strongly recommend that the person finds a hitting partner where all they do is practice getting the ball over the net to an area that is easy to return it.
    Next, get a bunch of balls and practice serving lightly over the net with the focus being on accurately getting the ball into the square without incurring a foot fault.
    Finally, practice hitting the ball off a wall which things bounce off easily. This will develop basic hitting skills.
