We had a very similar problem with an unwanted pine tree. This is what we did. Using a post hole digger, approximately 3 feet out from the trunk, dig down about 2 or 3 feet. Then pour a gallon of Round Up concentrate into the hole and then water it. That will kill the tree. Unfortunately, it will probably kill nearby trees as well.

there are several ways to make the tree decline. by tapping the tree braking open a large wound exposing the wet cambium layerlike a car bumping the tree. When a tree is injured it emitts hormones the bugs sense and they attack the tree. the other thing you can do is soil compaction on top of the surface root of dirt or stone more than 4 inches thick. becareful not to dig down and damage crucial anchor roots. that would make the tree structurally hazardous and endanger the properties and people around. If you are looking to beautify the tree find an arborist that will prune to ANSI standards and has experience trimming . Just because you have someone how can remove trees doesnt mean they are good at pruning live trees it is a bit of an art form.
