Replacing the GC will probably be more cost effective, though you could always get a Wii if you can find one. It plays all of the GC games.

... melt it down to make beer cans and garbage bags ... and go with a newer machine - the Wii, it will play all the older games as well as the new ones.

You'd be begging an AWFUL lot to get a Wii. ($250 + tax). Don't fix it. The only way to do it would be to replace the entire disc reading mechanism and Nintendo might not do that for you (idk). Besides, the money and time you'd spend on shipping and the repairs are not worth the $50 used gc's in moderate condition. Also, don't touch the laser in your new GC. The best way to stop a spinning disc is by pushing gently on the center. Stuff happens, but it can usually be avoided.

get a wii, best thing you could do here. i have heard nothing bad from it ecxept from biased people. i have one and its loads of fun.
