Fish and insects are animals. Buddahist priests do not eat any animals.

Buddhist Priests do not take the lives of living beings. In Japan they have special food which mimics animal protein called "Shojin Ryouri". Made exclusively from plant material, the food emulates the shape and taste of food prepared with fish and other proteins. I have sampled such foods and great effort is made in the presentation to emulate meat containing foods. Visually, they are very impressive. Taste wise, requires understanding.
