  • In California anyway, you're legally registered as soon as you drop the check in the mail. If you get pulled over just tell the cop you mailed it, the worst that will happen is you get a 'fix it' ticket and you have to prove you registered the vehicle later. California also allows you to register online now, and you can print a confirmation right away, or you can pay at AAA and get your registration right away. None of which answers your 'how long' question but I really don't know.
  • AS like everywhere, cops are bored in their job & so they play a game where if it's the 15th of the month, there's a 50/50 chance you never got your registration yet. So better take the transit until your legal. Paris' cell is vacant now.
  • Your registration renewal is effective when you mailed it. You also have a 15 day grace period before you will be pulled over. Cops don't ordinarily waste the effort (according to my brother-in-law who is with the state patrol) for a ticket that will be beat in court with proof of registration. Taking into consideration the crappy US postal service and the 4th of July holiday, you should have it by the end of the week or the first of next week for sure.
