If a foreign tourist goes to a private US hospital, they should be treated like anybody else.
Anyone who goes there right now, if they can't show the ability to pay, they are turned away. That's the decision of a privately owned hospital, to accept whichever customer they care to do business with.
It makes no difference if someone has insurance or not.
If makes no difference if someone is alien, or if they're illegal, or if they're purple. Can they pay?
If someone cannot pay, they are turned away and have to go to a public hospital. This is where public policy starts. Should the public pay to help destitute homeless people? Should a rich tourist be allowed to use a public hospital, if they pay the whole bill? Should a destitute legal tourist be allowed to get treatment? Should a felon? Should an employee who's illegally recruited by Americans be treated?
What the public pays for should be up to the public to decide. It should be legislated by a public representative in government. Each state should decide their own state monies, and the federal government should decide it's federal monies, by representing the public's actual interest. How would the public in each state vote?
Sure, as long as they have some way of paying BEFORE they leave the hospital.
If they can afford the fees then why not? But it should be fee based. If I can afford to fly to the US to be treated by the worlds best doctor then why not?
NO! Those hospitals are for legal people who have insurance. Illegals should just go to low-cost or free clinic for treatments.

This is a huge pet peeve of mine. Rant to follow:
My husband needs a kidney transplant. He was put on the UNOS (United Network of Organ Sharing) list in August of 2006. In March of 2007, he was removed from the list because our insurance was found to not cover all of the transplant drugs.
We called our insurance company, who told us we could not switch policies until open enrollment in December, unless we had a birth, death, or divorce.
I went to the UNOS website to get help. And do you know what I found? An ILLEGAL IMMIGRANT is added to the list regardless of insurance status and cannot be removed.
So here, my husband, an American citizen who is a sole-proprieter with only limited and expensive insurance options available to him, who works 60 hours a week and even took a second job to try to get better health insurance (that's a story for another day; working overnights nearly killed him)and has worked legally for 35 years GOT KICKED OFF the transplant list while illegals stay on.
We did get the better insurance in December, and he was put back on in January. But, he doesn't get to go back to the place where he was; he had to start as a new entry again.
THIS SUCKS! Why is there no incentive for an illegal to become legal? They get money and benefits; why should they?
I was born in the UK and no way could i afford 'the best' hospital, but i do think they should get treated, well here they do anyway, i would expect to be treated if i was abroad illegal or otherwise.
No they should not. Illegal is illegal. Deportation is the answer. After serving jail time.
Every human should be able to get the best help possible.

Yes, an illegal resident alien is washing our toilets and doing our laundry, recruited by criminal Americans who illegally hire them. Whereas, a tourist does no productive labor for us!

All people are treated equally at a private hospital. The best hospitals should and do accept any patient who can pay.

The main question is about public funds. Obviously, the public should vote on it. Some states will be charitable to tourists, the homeless, convicted felons, or illegal residents. Some states will not be so charitable.

I don't see a problem here.
My vote would be for the public to support basic, cheap medical expenses, but not frivolous expensive operations, for all human beings.
But that's only one vote.

Please read my post. My hard-working AMERICAN CITIZEN husband was removed from the kidney transplant list for 10 months until we could get better insurance. An ILLEGAL IMMIGRANT with no insurance is put on the list and cannot be declined for any reason, including lack of insurance.
