How are you measuring best? It's not the largest, either by miles of track or passengers (despite carrying a staggering 3 million passengers every day).

Japan's subway system is always on time and now all lines can be accessed with electronic (IC card) money - Suikia or Passmo. (They have a weird way of naming things.)
