I do & everytime you look outside this person is doing something to their lawn/alter?

yes I'm guessing they have a nagging spouse inside they are trying to avoid by doing this. At least thats why my neighbors do it.

I have a crack head neighbor who mows his grass at 3 o'clock in the morning...You can see his eyes, when a car goes by and the headlights shine him in the face...They are big as half dollar peices. If I were to be out mowing my yard at 3 in the morning, I'd probably get arrested...Not this guy though. He even trims his hedges that late. No Joke.
