While Ethiopians are predominantly Muslim but they are not Arabs and today, Egypt is predominantly Arab. There would be mostly likely an extreme clash of cultures if there were any large mirgration of people from Ehtiopia to Egypt. In addition the competition for work between Egyptians and Ethiopians would probably also be quite intense and not a good thing. Also please note that not all of Ethiopian is devatestated. Many can and do live relatively good lives there.

Probably for the same reason that many Mexicans don't migrate to the USA for a better life - there are many restrictions to legally entering most countries as an economic migrant. I don't know anything about Egyptian immigration policy, but in Canada, we give preference to those with wealth and education who will quickly contribute to the economic growth on which we are fixated. This class of immigrants is aside from other classes, such as family re-unification, etc. I am glad to say that, as an upstanding member of the United Nations and signatory to its conventions, we also welcome about 25,000 refugees every year. Ethiopians might have a better chance of coming to Canada than to Egypt.
