Check to see if the toliet flushes too slowly. You might want to straighten the chain or wire.
You also might want to remove the tank lid and look inside the water closet. If the water is running into overflow tube, then adjust the float device.
If the water does not run over lip of overflow tube, then the flapper or the tank ball needs to be replaced.

jiggling the handle or lifting the back of the toilet and look and make sure the little plunger is going back in the hole..use the chain
check to make sure the flap/plunger inside the tank is sealing nicely to the drain...
Sometimes they get stuck in the open position. Sometimes they deteriorate and do not swing closed properly. Sometimes junk builds up where the flap/plunger seals against the drain...
If the tank is sealing and filling... and you discover that the water is overfilled and running into the tall tube... your immediate fix is to turn the water off behind the basin, under the tank. then, you probably need to replace the valve assembly... it's not TOO hard, but does take a bit of time, esp if it's your first one.
If you have an old-fashioned tank with the floating ball on an arm, sometimes you can fiddle with the way the arm is bent to make the valve shut off.
If you do have to replace a ball-type - don't sweat it if you cannot find the exact thing... just put the newer valve in - it will be fine.
