No active and diligent Latter day Saint would condone premarital sex. It is considered a sin to engage in sexual relations outside of the bonds of marriage. This would include petting and intercourse. I cannot speak for all Latter day Saints, but I can tell you that any Latter day Saint who "condones" premarital sex would not be an active and diligent member of the Church.
