According to the dictionary, the only difference is that an "Oil Platform" is specifically designed as a stable base built upon a seabed to provide services/support for an oil well. An "oil rig" is any "structure with equipment for drilling and servicing an oil well". In other words, "oil platform" is a simply a more specific term for a particular type of "oil rig".

One is a land based rig the other marine based but both are oil rigs. Offshore drilling rigs, fixed platforms, exploration and floating platforms are all oil rigs.A drilling rig may move from one location to another or float on the surface of the water. A production platform does not move. There are many types of platforms and there are also drilling ships with drilling derricks on the ships. Drillships are designed to carry out drilling operations in ultra-deep waters where even most Semi-Submersibles can not drill. Land based oilrigs are called oilrigs or drilling sites. Both offshore and land rigs are oil installations.

A platform is typically a fixed structure that is used when the well is in the production stage (meaning drilling is complete and it is producing oil). An oil rig is typically a drilling structure. It is not permanantly fixed and can be moved to another location once the drilling of the well is complete.
