It does not violate the laws of the state in which you arrive. http://www.cbp.gov/xp/cgov/travel/vacation/kbyg/paying_duty.xml Must meet the Exemptions laws to bring in. http://www.cbp.gov/xp/cgov/travel/vacation/kbyg/duty_free.xml If you bring more or don't meet them and get stoped, you just pay the taxes on it normaly... if you dont tell them you have it they may fine you.
