I don't know about shaving being the cause of darkening skin, but there is a skin condition (harmless, sorry I don't know what it's called) that causes various parts of your body where skin often rubs together to darken. I'm very pale and have it on the back of my neck and under my arms. I asked my dermatologist about it and she said it can be caused by being overweight or suddenly gaining a lot of weight or it can be a symptom of diabetes (I had no other diabetic symptoms, but I was tested anyways and it was negative).
