Are there any GPDs (global positioning devices) that are small enough to be inserted undetectably into say, a wristwatch? Or a tooth filling?

    GPS receivers are getting smaller and smaller. Casio makes a wristwatch with GPS on-board, but I wouldn't call it undetectable. It is a rather large watch. Some cell phones are now arriving on the market with receivers in them. The electronics that are sold to consumers aren't nearly small enough to go into a tooth filling. And even if they were, you still have to have an antenna that is about the size of a postage stamp positioned somewhere with a clear view of the sky for it to pick up any GPS signals.

    Of course, GPS isn't the only way to track someone. A simple radio transmitter could be made that small, and could be used to track a person, but the range would be very limited. A few hundred feet at most I would guess from a tooth sized transmitter. Maybe a mile or two from a wristwatch sized device. Nowhere near global.
