Buy a TV Tuner (will run you $50-$100 approx.).
Connect your cable to it (just like you would plug in a TV) and configure it. Some (like mine) come with a remote. You can change channels, record shows, schedule recordings, etc. Mine also comes with a FM tuner so I can get radio on my computer if I want and I can record that too.

Look around and see what suits you.

As for viewing it on your TV, you will need to make sure you get a good quality TV Tuner, and then buy a DVD or CD burner. You can either burn your videos to DVD or VCD (VCD is Video Compact Disc - an option selected in your burning program)
