    The problem is likely with the flasher relay. The hazards and the turn signals each use a different flasher. Pull the under dash cover off, and switch the two relays. If the hazards don't work and the turn signals do, you have pinpointed the culprit. Don't bother figuring out which is which, just replace them both since they only coast a few dollars and the other one is probably just as old and ready to go.
