It's the money, period. Many American high schools and college actually require them for a course, because their formats are usually intergraded within their textbooks. 24 kb of RAM and hardly any of the "number crunching" abilities of a common watch today. Advances in technology drives prices down i.e. a Pentium 3 a few years ago was around $600 today now you can find a brand new one on eBay for 20 bucks. Ti graphing calculators have no real competitors in their US market and textbooks that schools still owe money on use them, so they are often required for course work in a way "forcing" you to buy one to stay on top of class. Me? What I did was bought a cheap out dated laptop mini for $90 used nothing fancy 1G RAM and 1.8 GHz processor (alittle less than 2 lbs.) and installed software to mimic the damn thing for free. My idea caught on and now even my instructor in college has a mini with the software on it. Take that outdated POS.

I'm not sure exactly what you mean by "graphics from outdated times", but I assume you're talking about low resolution monochrome. The reason is rather straightforward: they still perform a useful function at a price people will pay. A high resolution color display exacts a price in processor power, memory, battery life, and cost. For less than $150, there is still a market for a pocket sized device that can handle some pretty heavy number cruching and give a meaningful output, without being loaded down with other resource drains. Flashier is not always better. In this case it's efficiency that wins.
