If the colour varies while you are watching the television, it is likely an indication of a problem with the television. The user is able to adjust the colour hue and saturation, among other parameters, but these changes affect the entire image, not just a portion of the screen. The colour should also remain stable while you are watching the television. You should watch the television over a period of time (e.g., 30 minutes) to see if and how much the colour varies over time. (If you have a CRT or plasma television, don't leave the test signal on for an extended period. Both CRT and plasma televisions are prone to burn in.)
