Dry sex, or dry humping is when you emulate sex, but with your underwear on. Unless you look like youre having sex but have your underwear on, it's just making out.

Making out does not necessarily include touching. You can just tongue kiss and hold each other in an embrace.
And if you know what you are talking about, why are you asking these questions?
Feeling each other up and touching genitals and breasts is more than just making out but its can be considered dry sex since there is a sexual response.
I am much older and experienced than you so I know what I am talking about.
