In truth, we all are. We all play a part in making society, and producing the individuals who do well or do badly.

Take each case on it's own merits but ultimately we are responsible for our own actions. That said mental illness does have a bearing and we must be careful in judgements. The experts and not the press or any other amatuer are the best to decide. So we wait for the results of inquests and court rulings for the reality of the situation.

Those things present simple, convenient targets when people are looking for and demanding answers. The truth is, someone who fits the scenario in your question is screwed up on some basic level and everything else, like heavy metal music and violent video games, exacerbates whatever metal/emotional problems he has. Who's responsible? The shooter. You could take a thousand - no, a million - other people, raise them in the same environment, with the same stressors and influences the shooter experienced in his life, and never hear a thing about a single one.
-
The person doing the killing is ultimately responsible.
-
There is probably some responsibility that goes around to other parties, but the ultimate responsibility lies in the person taking the actions. Mental health is also always an issue.

The parents for not slaping the hell out of little Johnny when he was burning ants with a magnifying glass or blowing up cats with bottle rockets.

videogames don't make the individual, the parents or whoever takes care of the person is who influences their behavior. ive played plenty of violent video games and i havent killed anyone or prostituted myself like some of the video game girls
-
Mostly, the parents. Some of the blame, however, can be placed on the friends/kids around him influencing him, and the t.v./games he plays/music he listens to. They might be o.k. for a functional kid, but for an unstable person, they can be just the triggers that would cause them to do something like that.
-
They are just getting it backwards. Video games don't make people serial killers. BUT, serial killers WILL play violent games as an outlet for their urges. We are responisble for our own actions, blaming it on videogames is just a way for the parents of a serial killer to stay in denial, so they think it's not their fault or their sons fault. They try to put the blame somewhere else.
