A phone that is not "Locked" so that you can't use any other SIM Cards with it - most Companies, when you're on a contract where you get a "free" phone, lock your phone so that you can only use that company's SIM cards with it, but then Unlock the phone when the contract is finished or bought out.
to unlock a phone is to make it availible for use with service providers other that the original one that locked the phone.
see most companies offer their phones free or greatly discounted with a contract for service, you actually pay for your phone in little extra fees during the time of the contract.
locking is to prevent you from getting the phone free then refusing to honor the contract and instead going to another service provider. sure they can sue you but that takes time and money, with the phone locked it is harder for you to jump ship before they recover the price of the phone .
