  • He can fight it, because it is private property. At least as far as I know. But usually A broken headlight is just a fix-it ticket which means you don't actually pay a fine if you fix it, so I wouldn't bother.
  • Since the ticket was not for a moving violation, the location in which it was issued is irrelevant. It is undisputed that your friend was actually driving a car that was not in road-legal condition, so a police officer can issue a ticket for it anywhere.
  • If the apartment complex had an agreement with the police to issue traffic violations on their private property, then the officer was within his right to do so. Most police agencies only issue citations on private property, for reckless driving and parking violations, like disabled and fire lanes violations.
