When inheritance money, used as a downpayment for a house, is given before death is it a gift or inheritance?

it is a gift. but the person that you are inheriting the money from. has to write a letter and say that you are a daughter, niece and etc. in the letter they have to say that the gift amount is a gift and is not expecting any repayment of the money given.
