Is the only difference between DVD-R and DVD+R discs based on how they write data?

    Discs don't write, they are written on, but the answer to your question is, "yes." The two systems write DVD discs in different ways. Both will play on common DVD player. If you are concerned, you can get a combo DVD burner that writes to both discs.
