Can i wear a black collared shirt under a very dark navy blue blazer? with jeans? black shoes?

I don't think I'd put a black shirt under dark navy blue. Black shirt is best with black. Jeans and black are great. Black shoes, fine.

I'd go with a lighter colour, possibly a tan or some other neutral... Khakis would be better than jeans, but as long as they're clean, fit well and include a tasteful belt, that should be fine. Black shoes are always acceptable. Lace-ups better than loafers.

Well, I can think of better combinations, but if you only have that to put on it is not the worst. If you can save the black shirt for either a dresser occaision or wear it with jeans and no jacket and black shoes. Navy jacket, jeans, and a more casual shirt, with or with out a collar. You can wear a nice fashionable t shirt. You might want to take your combination to a store and start to match up the items you have with new items to expand your wardrobe and stretch out what you have.
