Personally I'd probably forward it to George Bush, but I live in the USA.
Sending unwanted noisy packages to disliked political leaders might actually give them a hint that their style is horrible. Everyone knows at least one political leader they want to get rid of and maybe noisy packages will force them to see reality if they get enough of them.
