Which area of the spinal cord affects the muscles of the legs?

Complete paraplegia is described as permanent loss of motor and nerve function at T1 level or below, resulting in loss of sensation and movement in the legs, bowel, bladder, and sexual region. Arms and hands retain normal function.
Incomplete spinal cord injuries are more common than complete injuries, and are characterized by some degree of sensation and movement below the point of injury.

All can because all nerves travel the length of the spine. I had severe problems with my hips and it was made better by chainging my atlas, way up top.

I think its the lumbar region.

This link shows a diagram, giving details of spinal cord structure, and the various areas of nerve functions.

C1 down to L5 in the diagram at the website in the comment above, can all affect the leg muscles, since 'signals' have to travel through all those points to reach the leg muscles.

All can...but I believe lumbar provides a more direct route.
