Dogs are deathly afraid of the newspaper. Slap a newspaper on your hand right in front of his face while firmly saying, "no!", it should surprise him enough to make him stop. Repeat this behavior whenever he barks. Eventually he'll catch on, but being consistent is key.

Call the guy on Dog Whisperer on the National Geographic channel. He can handle almost anything...

At four years old it is very difficult to change a dogs behaviour. If you cannot do it yourself with normal training methods you need to take the animal to a dog psychologist It is unfair to both you and the dog to allow this situation to continue.

You say No in a firm tone and give them the "look". When they stop barking (cause you got their attention), then you reward them. Key is to reward them when they are quiet.

I can tell you what NOT to do: Heed advice from any dog “trainer” that you may see on television (or in print). Not only might HIS or her methods be archaic, they might border on inhumane and might not help your situation at all. To illustrate my point, I’d like to refer you to the following articles, written by some of the country’s leading canine behavior specialists. These people are PhDs in the field and have had extensive experience and education. http://www.urbandawgs.com/divided_profession.html and http://www.sfgate.com/cgi-bin/article.cgi?file=/c/a/2006/10/15/CMGPHL9D1N1.DTL&type=printable and http://www.seattledogs.com/seattledogsdiscussionarchive_1_Cesar.htm
