Why doesn't the USA join the rest of the world in carbon emission reduction,instead of polluting at will?

Because that would mean hurting 'the economy', and there are lots of greedy rich American bastards who don't want things to change.

Because It wouldn't do Bugger all. America is far behind the countries that Pollute with impunity, and in far greater volumes - eg India, china, so on. As for Why don't they - Well, The answer lies not in legislation, but in the figures. More and more Americans are going green, and more an more cars are getting better on Fuel, along with creating less emissions.
