When I double click on IE it doesn't open anymore, but when I go to winamp for example and click get more skins, it opens a window right away, how can I fix this? Even opera started doing it.

When I find a computer in that situation I load the impossibly tiny OffByOne browser onto a floppy disk or memory card. If that browser cannot connect than it is a serious problem. If it does work I download spyware tools and patches and treat it as a spyware abatement.
