Some men (and even women) feel uncomfortable if things are too quiet. Whistling is a way to break the silence. Call it a really cheap IPod replacement ;)
Also, whistling is sometimes just a way to show happiness.
Ever heard of multi-tasking?
Sometimes their minds are fully occupied or stressed up, they whistle unconsciously while walking.
Not all men do. I find the sound of someone whistling (or of other shrill sounds in that range) to be physically painful. It hurts my ears and gives me a headache.
Nerves sometimes I do when I'm deep in thought about something negative or really nervous sorta like shaking your leg up and down when sitting.Other times it's a sign of content or happy.
Personally, I like to sing sea shanties and folk songs while I walk...

Walking sloshes digestive juices around creating chemical reactions that produce gas. This gas must then be released sometimes discreetly.
Some men just can't handle doing nothing, same goes for some women. Whistling helps them to overcome their boredom. I'd be the same thing if you asked why women twirl their hair.
I guess I'm a man then, because I whistle while I walk! Haha, just kidding... it's just a habit of mine. I can't really whiste so I fake whistle whenever I walk anywhere.
