I have noticed and wondered the same thing. Very strange. I think it may be laziness? Maybe for the people who hand wash, it's easier? It just doesn't make sense. Though I suppose that might be a good place to stick an emergency $20 in case shit hits the fan!
i keep my id in it when i go out so im sure not to loose it. some think its gross but whatever...never lost my id!! lol
it's like a pad which protect the private parts.

I think you are talking about the sewn in liner, which is seldom sewn on the front. This I believe is to provide a cotton fabric against the vagina as some fabrics can cause problems down there. Cotton is not one of those fabrics. The reason it is not sewn in the front is the stitches would create a bump that would likely be irritating (or fun) under pants etc. Cotton also absorbs moisture so you won't end up with a wet/damp spot on the outside of your clothes.
I have always wondered the same thing. But I like the comment that Penny the Wise gave for the $20 bill. That was great.

You're reading I've always wondered why, in some women's panties.. there is a little slot in the crotch where it looks like you can slip something in like a pantiliner or something... but that seems silly. If you know what I'm talking about, why is it there?
