I believe it is silently. When the question is spam or offensive you get an email notifying you.

In moderation of "Wrong Category", the shift is silent. The only way to receive notice is that if the user who flag it got his/her flag rejected. Other flags, like duplicates, nonsense, or spam/offensive are notified to the user who asked the question.

Whoever asked the question will never know unless they notice a change when they look at the question directly or in their question list in their profile. They don't need to be since it doesn't affect anything like their points or ratings.

No the person is not informed. That would involve too much extra work for Admin. staff.

Silently. I wish they did receive a notice though. I have a feeling if one got a lot of notifications of that sort people might be more careful about where they ask their questions.

No for AB makes this silent and you'd only figure it out if you went there and discovered it had been moved.
