Means "son of Agapi." Agapi is probably the same as the Russian "Agapii", which means "the loved."

    So "son of the loved."

“Ov”, “off”, “in” and “ev” at the end of a Russian last name indicate the last name means “son of” ____ (whatever).

The problem with some of these names is that it is hard to tell whether or not the name is literal (it means, literally, "son of the loved") or not (it means son of a guy named "Agapi")
