Probably Arabic, but it might be Turkish. Means "son of Agak." Words that have "ata", "aga", "ara" in them are normally of arabic origin. Surnames like that can prompt you that these people are from the former Soviet Union's Uzbekistan, Azerbaijan and the like. The word formation principle is Russian and the roots are foreign. “Ov”, “off”, “in”, “vich” and “ev” at the end of a Russian surname indicate the surname means “son of ____” (whatever). It should also be noted that “off” is often the “English” version of “ov.” It is also used by Russians to make their name sound more aristocratic.
