Runners 1st and 2nd. Base hit. Runner on 2nd scores. Runner on 1st gets halfway between 3rd and home and returns to 3rd. Hitter between 2nd and 3rd. Is it a tag or force out as hitter returns to 2nd?

tag, you can only get the force at first

All runners and batter are only "forced" to the base after the "Time of Pitch" and only when there is no empty base between themselves and first base. i.e. a runner on second(R2) (if there is also a runner on first) is forced to run to third on a base hit because the batter and runner at first are moving to their next base after the hit. Once R2 has touched third base the defense must tag the runner out because R2 is no longer in a force situation. Similar situation with R1 and second base and the Batter/Runner at first.
