How did you know he had/has a fever? Did you take his temp? I would say at the very least call and speak with your Vet. Also, make sure you properly took his temperature, don't go by the nose! That's not a really accurate gage. A normal temperature is between 100.4 and 102.2 unless he's been excited or very active which would make it higher.

Clear or even slightly yellow and foamy is bile. Which usually comes up when the dog has an EMPTY stomach.

While this could be the onslaught of something dire, it could also be a simple bellyache! Puppies do get into things they shouldn't, especially if he is allowed freedom in the house or yard when he is not actively being watched!

The best rule (which also supports house training without accidents!) is NEVER allow your puppy (or an untrained adult dog) to be loose in the house UNLESS you are specifically watching it. Use a crate, use baby gates and use a tether to attach the pup to YOU or another adult who can act quickly if needed to stop the pup in a happy tone of voice and get the pup where it needs to be (outside) for potential potty accidents or REDIRECT it to a safe and acceptable activity when it starts to mess with things it should NOT.

Recent vaccines may have also put this fellow off his feed, can elevate a temp, and cause general blah behaviors.

I still say check in with the Vet NOW...at this age, much better SAFE THAN SORRY! You didn't say what the Temp was/is and none of us here can SEE your pup!
