No, at least not yet. Although the laws are always changing, simply owning the software doesn't mean anything, and the government (or anyone else) cannot force the software makers to provide a list of people who have purchased it. There are laws being proposed right now that might change this, or at least make it illegal for them to provide you with the software at all, but no one knows when or if those laws will be passed. If you are worried about being caught, just be smart. Don't share content that you know is illegal...

Sort of - In the unlikely event you do something Criminal with kazaa(Example, Downloading Child Pornography), rather than something small, like a civil offence(Downloading Music), And the feds Discover you were using kazaa for it, they go to the company and get your billing information. Other than that, home free.

Even if you do not pay for it, your ISP has a full record of your every activity. If they are served with the proper legal papers, they will be required to turn them over to whom ever requested them. You'll still get caught.
