The items you mentioned are not available for questing on ANY RO commercial server on ANY country ANYWHERE. ^^ Sounds like you play in a private server. If that's the case, then the answer is.... it depends on your server. Kaho's Horns in aeRO, for example, may require a different set of ingredients from those made in, say, DarkRO. Try to check out your Private Server's forums.
