If you need to ask this question you shouldn't even think about partitioning your HDD, it's far too complicated a procedure for you. To repeat what's already been said, Windows Vista is the follow-up operating system to Windows XP, so you can't run it on XP, although you could upgrade to it if you chose. Before you do that though, ask yourself what you would hope to achieve by upgrading. You'll probably come to the conclusion that you don't know what you'll achieve. In that case stick with what you've got until you feel really comfortable with it and know it well. At that point you'll be able to decide for yourself. Good luck!
The question refers to running vista ON xp.
There is software for this. It is called VMware.
It emulates a real computer, so that you can run vista within xp.
The only reason I would do this is:
a) Im a hardcore programmer testing my software on vista. I want to debug the errors, so I can see why and when vista crashes.
b) I want to try vista with out modifying my system.
Option B is just not practical. You would need a virtual disk of atleast 15gig. This would mean that you would need to create a 15gig file for installing vista to. It will also be very slow. (practically running 2 operating systems at once. easier for dual cores as you can dedicate on core to the emulator).
Personally, I would recommend a Dual-Boot. Vista has some compatibility issues with certain programs. If you want to run these, you can switch to XP on boot. To do this you would need a partition manager to create some space in you current drive. Ask vista to use this space when you install it. It should automatically configure a boot menu for you.
Forget about partitioning your hard drive: it sounds like for you it would be more complicated than you need.
Think of it like this. Vista is the newest in a line of operating systems made by Microsoft. Microsoft's intent is to improve the usability of your computer. To make it work better for you.
Like golum explained, you can upgrade your XP operating system to Vista. Its not imperative that you do so. I personally am waiting because I don't believe that Vista has all the kinks worked out. Maybe I have be suckered in by the MAC ads, but I've heard debate about this on NPR as well.
You could possibly partition your hard drive and operate two systems independently of each other.

Lately I hear tiny beep when I try to access the HD. It doesn't access. I try again and it does. The screen freezes up or the cursor stops.

You can. Emulator software like VMware emulates a real computer with in an OS.
