From personal experience, Most states recognize the licenced drivers from other states. As long as the conditions of the permit are met, which usually requires the presence of a licenced driver in the vehicle, for the "permit" driver to be able to legally operate a motor vehicle on public roaads. That driver may be subject to more scrutiny, byt as long as legal requirements are met, allowed to proceed. (FOR PA ONLY) ..If the permit is altered, defaced, or in any way suspect, the responding officer can require that operator discontinue travel until such time that the authenticity of the permit can be verified. The officer may, at their disgression, ask the fully licenced driver to take over operation ot the motor vehicle until leaving the jurisdictional area, without pressing charges or issuing citation....

Generally, yes as long as a fully licensed driver is on board and responsible for your driving. this also includes all liability and insurance coverage for the permit driver. any citation issued to the permit driver would be accountable to both the permit driver and the fully licensed driver. end
