There are a couple different views on this one. The disciples gathered together and voted Matthias in as the Apostle, this cannot be disputed. However, another belief holds that they were acting on their own timing, and that when God revealed himself to Paul, he actually appointed Paul as the apostle. This is supported by Paul's personal claims in his writings as being an Apostle of Christ and being taught by Jesus himself.
