I am making the assumption that the car was on a street. I would think that, if the streets are owned by the HOA, they might have that right due to potential liability risks. If they are public streets (owned by the city), I can't imagine under what guise they would do so.

Check the CC&Rs for information on unregistered vehicles. Most have a section regarding this. If the car was in the street, yes. If the car was in your driveway, no. They have to give you warning notices. And should have given you notice on the two anyway.
