There are several on-line sites which allow folks interested in trading to trade just about any type of stock or security they want.
Since Google sponsors ads on this site, perhaps you should google "virtual trading" or "paper trading".
As far as penny stocks are concerned, they are extremely risky!
One of my personal trading rules is never attempt to trade any stock less than $26.61. BUT that's one of my own personal trading rules.
Many traders and investors won't go below $10 per share. The primary reason: Its difficult to "short stocks" below this amount. AND the great majority of traders and investors don't want to be part of any "pity party. The stocks can quickly change direction.
Its a matter of personal choice.
