It is from Silla Dynasty's six surnames of vlillage chiefs (Chung, Chong or Jung. Choi or Choe. Lee, Yi, or Rhee. Son. Sul or Shul. Pae or Bae) who built a united country with the first king (Park, Pak, or Bak) in 57 B.C. It is not related with Chinese surname "Chung". Native Koreans did not have their own letters then, unlike the Chinese who had sophisticated culture and chracter already (Koreans did not have their own letters till 16 A.D.) and the surname "Chung" was adopted as a part of receiving Chinese culture and character.
The early emmigrants to the U. S. and other countries had to use mostly "Chung" or "Chong" on their passports unlike recent ones who mostly use "Jung" because most foreigners could not pronounce Jung (jŭng) that is close to how Koreans prounce the name. That is why they had to use "Chung", "Chong" etc. to adapt to the foreign world.
the origin of the Korean surname 정 is either the Chinese character 丁, or 程, or 鄭
