The answer in part depends on what smarter and dumber is. Humans are smart at baking bread but dumb at working together. Ants are smart at working together but dumb at baking bread. (So they wait for us to bake the bread then they work together to steal it while we're off fighting each other.)

I'm going to guess 50/50, some smarter, some not. I will put in one caveat though, that whoever travels to meet the other first is probably the smarter one. I like hedging my bets...

i hope, for the love of myself, that they would be smarter! okay, so that means that they might kill off all the humans. still, i find that less depressing than the thought that humans have above average intelligence!

Well, some people say that intelligence is a fluke and that it only happened because to us because of some disaster in the past that forced humans to be smarter in order to survive.

Unless the same circustances happens somwhere else any alien life form would be more similar to animals we have on Earth.

I'd say that it's likely they would be scientifically smarter jsut because we're so young as a species.

I wouldn't know but if they can get here, they're definitely smarter technologically.

I would say, by and large, they are probably less intelligent than humans. Although they are more likely to know the difference between "then" and "than".

I think that the reason you're able to ask that question is that they are either too dumb to be able to contact us or smart enough to stay the hell away.
as to the ratio.... I haven't a clue
