    Hello t:

Sure. He can charge WHATEVER he likes to WHOMEVER he likes, assuming the tenant is not a member of a protected class, AND the raise can be attributed to the protection afforded.

In other words, if the tenant is black, and the landlord is raising HIS rent in order to rid his building of black tenants, he can't do that.. But, if the tenant owns a black CAR, and the landlord is raising HIS rent in order to rid his garage of black CARS, he absolutely CAN.

I think it might be illegal for them to raise rent on just one tenant. I'm no expert though. Here is a link that could be helpful: http://www.oregon.gov/OHCS/contact_us.shtml

It is the Oregon Department of Housing and Community Services.

Generally a landlord rents each unit by lease and it does not have to mirror leases for other units in the same building. Each lease is a contract with only two parties. I do not know if there is a law in Oregon that would conflict with this general comment. Look up the landlord/tenant law on your state's website. This is my opinion, not legal advice.
