    There is no argument FOR.

    Evidence ABOUNDS that highest echelons are corrupted beyond recognition. Commoners would be stark, raving mad to impart such important powers before we do some house cleaning and dragon slaying.

    It's always the same: WE DON'T ENFORCE THE LAWS WE HAVE.
