Can a chronic lower back condition such as degenerative disc disease, herniated discs, and lower extremity radiculopathy cause urinary incontinence?

If the condition causes swelling in that region then yes. If it swells up enough to apply pressure upon the urethra (the duct that your urea travels upon to get to the bladder) then it will make it harder for the urea to get through.
